In the early 1980s, authority for lotteries was transferred from the federal government to the provinces on the condition that lottery funds would be used to support sport, arts and culture. Over the years, however, provinces waned in their commitment to directing lottery proceeds to sport. The result: a fractured system with local, regional and provincial groups competing for limited funds.
