In 1999/2000, Deborah Allard Usunier provided to the Edmonton Sport Council a series of articles looking at the risk management of volunteers. At the time she was a Screening Consultant for the Volunteer Centre of Edmonton with over 7 years of volunteer management experience screening volunteers who work in high risk positions as was a certified trainer for the National Education Campaign on Screening Volunteers and Employees in Positions of Trust with Children and other Vulnerable People.
